Biak Numfor Regency is one of the regencies in Papua Province. The district capital is located in Biak City. The autonomous region which is now known as Supiori Regency was once part of this regency. The population of this district in 2020 amounted to 145,952 people, with details of 74,458 male and 71,494 female. This regency which is adjacent to Supiori Regency has two main islands, namely Biak Island and Numfor Island.

This district has been approved by Lapan as the site for the construction of a space airport. This district was chosen because it is close to the equator and Lapan already owns several hectares of land there.

Biak Numfor Regency is located in Cenderawasih Bay at 0°21′-1°31′ latitude, 134°47′-136°48′ east longitude with an altitude of 0 – 1,000 meters above sea level. This district is a group of islands located north of the mainland of Papua and directly opposite the Pacific Ocean. This position makes

Biak Numfor Regency a strategic and important place to connect with the outside world, especially countries in the Pacific  region, Australia, or the Philippines. This geographical location gives the fact that its position is very strategic to develop industrial areas, including the tourism industry.

Biak Numfor Regency consists of 2 (two) small islands, namely Biak Island and Numfor Island and more than 42 very small islands, including the  Padaido Archipelago which is the prima donna for the development of activities from various parties. The total area of Biak Numfor Regency is 5.11% of the total area of Papua province.

Climate Based on the results of the recording of the Class 1 Meteorological Station Frans Kaisiepo Biak in 2011, it was reported that the average air temperature in the Biak Numfor Regency area was 27.1 C with an average humidity of 86.3%, so it can be concluded that the Biak Numfor Regency area belongs to hot category.  This can also be seen from the minimum air temperature of around 24.5 °C while the maximum temperature reaches 30 °C. On the other hand, the average rainfall throughout 2011 was 287.5 mm, the highest rainfall occurred in August at 456.1 mm, while the lowest rainfall occurred in November at 123.1 mm.

Meanwhile, the average number of rainy days in one month in Biak Numfor Regency is 24 days. Even in September the number of rainy days almost reaches one month, which is 28 days. While the smallest number of rainy days occurred in May, which was 19 days. BMKG also noted that the average solar radiation per month is 140.8 hours, the largest irradiation occurs in January, which is 203.1 hours and the smallest in June, only 69.1 hours.
